Phillip Lutz became active in Indiana politics in 1911. He practiced law in his hometown of Boonville, as well as Indianapolis, and served as the Democratic representative to the state legislature. Lutz served also as attorney general during the McNutt administration, 1932-1936, and maintained an interest in parole and prison organizations throughout his career.
